You need to prepare following documents to make up an invitation for foreign citizens to Russia:
1. Xerox of the first page of your passport (with a photo)

Tourist invitation letter.
The time of completing by us – from 1 hour till 1 day. We send such an invitation letter by fax, which number you put into a necessary paragraph in the application form. You also can take the original one in our office and send it by yourself.Commercial invitation letter.
The time of completing by us – from 1 till 12 days. (the time depends on the period of the asking visa and in some cases on the payment for promptness). Such kind of invitation letter is made by telex by the Ministry of Foreign Affairs and is given directly to your hands. Telex is a combination of word letters and figures. We give you the number of telex and you transmit it to your guest.
After the invitation letter is ready, our guest must address to the Russian embassy in his country (or in another one, where he could be legally) to get the Russian visa.
To complete the visa it is necessary to present the following to the consulate:
1. Passport (must be valid for 6 months following the planned date for the end of the trip)
2. 3 equal passport photos of standard size
3. Tourist documents
4. Envelope with return address (for sending you the visa and passport)
5. To pay consulate fees.
Notice: Citizens of Schengen states, Israel, Estonia and Finland must produce proof of the medical insurance.
If you are not a citizen of a country where you are going to get a visa, the consulate, at its discretion, may charge an extra fee.
Every consulate may make changes and amendments to these requirements without any prior notification.
According to the ligislation of the Russian Federation, you have to registrate your visa during 72 hours (3 days) from the arriving to the territory of the Russian Federation. The registration is made in the passport-visa departmen in the place of arriving.
If the foreigner hasn’t registrated himself properly, he’d be fined once (oficial-aproximetly 600$, not official – from 10 to 50$) and if the period of staying without registration is long (many months), than the foreign could be taken into “the black list” and not be allowed to come to the Russian Federation checking one year.
